Our starting point is a practical question: what would a reviewer need to see for one AI action? The answer should connect the requesting actor, the applicable policy and the recorded decision.
ACP is a control point for requests deliberately routed through it. It does not govern an assistant used independently in a browser, or an API call that bypasses its execution path.
That boundary guides an evaluation: identify the workflow, check the integration, then inspect the evidence it produces.
